Deduplicate chat templates (JS not yet deduplicated)

I used symbolic links to share templates, which is probably not ideal. Implementing a better solution should be a fairly minor change.

The only significant feature change is that now mods can now access chatlog.php from the chat drop down menu.

@Wisp I haven't implemented your latest changes in the new chat templates (the JS is still there).
