Slight tidy up in prep for moving some of this into chat/js.tpl

Will O'Wisp requested to merge Wisp/pomf.tv-templates:main into main

Goals:

  • One singular _streamjs.tpl and/or moving what's needed everywhere into custom.js
  • chat/js.tpl handling chat commands (todo: move motd/sticky stuff in there too)
  • world domination
